MCM2 Regulation Summary
Minimum Control Measure 2 requires public involvement programs including but not limited to, SWMP availability for public use and review, SWMP advisory committees, volunteer programs and a means for public UPDES program feedback.  See Table A for joining MCM2 sections to SWMP Programs.

2.1 Riverton Stormwater Utility Citizen Advisory Committee

Target Pollutants:
Common household pollutants, e.g., fertilizers, pesticides, herbicides, typical residential landscaping and maintenance pollutants and debris, garage chemicals and petrochemicals and other similar waste. Waste related to similar activities associated with commercial properties. Common construction pollutants, e.g., Sediment, nutrients, heavy metals, acids and based(pH), pesticides & herbicides, bacteria & viruses, trash, debris, miscellaneous solids
Audiences:
Stormwater Utility Citizen Advisory Committee and General Public
Description:
The committee consists of people living or working in Riverton City representing residents, business, agricultural and institutions in relation stormwater system user types. Staff also involves a councilman representing the public. Its role is to advise the Stormwater Division in making recommendations to the Riverton City Council on matters pertaining to the Utility, Capital Facility Projects and the Stormwater Management Plan. The plan is to meet annually and create a forum for ongoing communication with Riverton Public Works and Stormwater staff.  The webpage also includes a feedback button inviting public SWMP feedback.

Maintain meeting minutes and questions & answers.

This program is inactive.  The initial committee meetings were time intensive for both City staff and committee members and was not productive.   To address equal intent the City evaluates feedback from recipients of implemented programs directly and regularly updates templates and SOPs needing improvement.  Staff has found this approach is more effective.  The City conformed to the minimum per 4.2.2.4 in 2003 but there was no public comment.  The City recently programed a webpage feedback button in 2023 in hope to receive more SWMP specific feedback. 




2.2 Riverton Stormwater Webpage

SWMP shall be available to the public review and input and remain available for continual use and review.

Description:
The City Stormwater Webpage provides residents, businesses, Institutions, contractors, developers, engineers and planners the necessary information to understand and comply with City standards, ordinances, permit programs pertaining to MS4 requirements.  The webpage includes a feedback button inviting public SWMP feedback.

The Webpage is the one of the City's most effective programs for providing UPDES program documents to the intended audiences.    The construction and development programs saw the most web activity this year.   We hope to see more residential activity with the improved local social media program.  The City recently programed a on page feedback button in 2023 in hope to receive more program specific feedback. 



2.3 Volunteer Opportunity

There were 3 Creek and River Volunteer Trash Removal Projects and 1 Graffiti Removal this report period.  This is a successful program.  Staff hopes to improve awareness through invitations through the social media program.
